The mission of the Public Authority is to enhance the availability and quality of In-Home Supportive Services (IHSS), and to give Consumers and Providers a voice in the IHSS and Public Authority programs.

What is the Public Authority?

The Public Authority serves Calaveras County’s community of elderly, blind and disabled individuals. The Public Authority trains and refers Care Providers to IHSS Consumers to support the Consumer’s ability to live safely in their own homes with independence and dignity. 

The Public Authority works in partnership with IHSS, which is administered by the Calaveras Health and Human Services Agency.


There are currently two staff members of the Public Authority:

  1. PROGRAM MANAGER: Colleen Reeves
    Under supervision of the Governing Board and Health and Human Services Agency, is responsible for management and administration of the Public Authority. Acts as liaison to County Departments; provides staff support to the Public Authority Advisory Committee; represents the Public Authority at the local and state level regarding Public Authority issues; and is responsible for compliance with all relevant County, State and Federal laws, regulations and agreements.
    Under Supervision of the Public Authority Program Manager, implements policies and procedures related to the Public Authority Provider Registry, including Registry database management; implements policies and procedures related to Provider and Consumer training and support services; performs all functions required to enroll Providers according to state mandates, and oversees daily office management.
Governing Board
The governing body of the IHSS Public Authority is the members of the Calaveras County Board of Supervisors.
